Following Jiang Zemin's 1999 ban of Falun Gong, then-Minister of Education Chen Zhili launched an active campaign to promote the Party's line on Falun Gong within all levels of academic institutions, including graduate schools, universities and colleges, middle schools, primary schools, and kindergartens. Uiteindelijk zette Li de samenwerking met de Qigong Onderzoeksvereniging stop wegens financiële disputen: de Onderzoeksvereniging wilde munt slaan uit de lezingen terwijl Li weigerde af te wijken van zijn standpunt dat Falun Gong er niet is om winstbejag na te streven.Eind 1994 beëindigde Li zijn rondreis door China. Naar eigen zeggen waren er bij de aanvang van de vervolging in 1999 100 miljoen Falun Gong-beoefenaars, terwijl de Chinese overheid het op maximaal 2 miljoen hield. In alle overige landen waar Falun Gong wordt beoefend zijn er geen problemen met deze beweging bekend.
